Cluster 1: People-centred development and HIV/AIDS
1.1 People-centred development as a process of empowerment
Deepening understanding of development approaches to human security and their contributions to culture of prevention.
Meeting the challenge of securing basic human needs as a rudiment of human security.
Empowering grass-roots community and strengthening social safety nets for a resilient society.
1.2 HIV/AIDS
Greater access to prevention, care and treatment.
Sharing of experiences on community-based prevention and care.
Improving health infrastructure/human resources in health sector.
Sustained leadership.
Cluster 2: Human Rights and Humanitarian Affairs
2.1 Human Rights
2.1.1 Human Rights Education.
Building on past initiatives by Austria and Mali.
Further promotional activities within a framework of the Plan of Action for the first phase (2005-2007) of the World Programme for Human Rights Education.
2.1.2 Strengthening effectiveness of the UN human rights mechanisms.
Supporting dialogue among various parties on ways and means of strengthening effectiveness of the UN human rights mechanisms.
2.2 Children Affected by Armed Conflict
Supporting activities being undertaken within the framework of the United Nations and other organizations concerned in addressing the challenges of children affected by armed conflicts.
Supporting events that aim at giving profile to work on cutting-edge issues related to the agenda of children affected by armed conflict.
2.3 Women, Peace and Security
Develop thinking on Women, Peace and Security as a cross-cutting theme that interacts with and impacts upon other issues, for example, peace-building, conflict prevention, sustainable development, and public health.
Encourage discussions concerning the issue in various fora, for example, the Security Council.
2.4 Landmines
Promote universalization and effective implementation of the Mine Ban Convention.
Follow-up on the Action Plan adopted at the First Review Conference in Nairobi, in particular, mine clearance, victim assistance and resource mobilization.
2.5 Small Arms and Light Weapons
Promote human security approach to small arms and light weapons leading up to 2005 Biennial and 2006 Review Conference by identifying common positions and developing common strategies, as appropriate.
Consider organizing events that will highlight a human dimension of small arms in various aspects at national, sub-regional and regional levels.
Support further research to highlight the significance of tackling small arms and light weapons challenges through the framework of human security.
Cluster 3: Emerging Issues
3.1 Responsibility to Protect
Encourage further discussion and awareness - raising on the nature and implications of the concept of Responsibility to Protect.
3.2 Trafficking in persons, especially women and children
Promote better awareness of human trafficking as a human security issue, with special emphasis on women and children.
Strengthen cooperation to encourage complementary efforts being undertaken by existing frameworks at sub-regional, regional and inter-regional levels.
